HB2272 by Representative O’Donnell

Ends the Zero Emissions Tax Credit on June 30, 2017 and establishes a $7 million cap for payments each year.

SB280 by Senator Dahm

Ends the Zero Emissions Tax Credit before July 1, 2017 and establishes a $5 million cap allowed annually on a first-come, first-served basis.

SB118 by Senator Thompson

Ends the Zero Emissions Tax Credit on Jan. 1, 2018 and establishes for tax years beginning on or after January 1, 2017, the total amount of credits authorized by this section to offset tax or received as a direct refund shall be adjusted annually, as follows: for credits generated before January 1, 2014, the total amount of credits used to offset tax in any calendar year shall be adjusted annually to limit the annual amount of such credits to $2 million, and for credits generated on or after January 1, 2014, the total amount of credits received as a direct refund in any calendar year shall be adjusted annually to limit the annual amount of credits to $10 million.

Ends the Zero Emissions Tax Credit with respect to wind only before July 1, 2017

SB333 by Senator Holt

Ends the Zero Emissions Tax Credit before Jan. 1, 2018.

SB307 by Senator Quinn

Has an effective date of July 1, 2017 and states that as of that effective date the Zero Emissions Tax Credit may only be claimed during a five-year period instead of a ten-year period if the facility is placed in operation after the effective date.

SB521 by Senator Shortey

Ends the Zero Emissions Tax Credit before Jan. 1, 2018 and states that if a facility is placed in operation on or after the effective date of this act, credits may be claimed during a three-year period following the date the facility is placed in operation.
